Russia Seeks Overseas Refining Options Following Domestic Processing Disruptions
Moscow has agreed to process crude at a private refinery in Kazakhstan as domestic fuel supply issues prompt export bans and rationing.

Russian authorities are looking abroad for crude processing capacity after an ongoing series of drone strikes disabled dozens of domestic refineries over recent months. The targeting of refining infrastructure has intensified fuel supply constraints across the country.
In response to the deteriorating supply situation, Moscow has previously implemented restrictions on fuel exports and introduced domestic rationing measures to manage product availability.
To help address the shortfall, Russia has entered into an agreement to process crude at a small privately operated refinery in Kazakhstan, although industry analysts consider the measure insufficient to fully mitigate existing supply pressures.
